Recently I read this Hackerrank's post which ranked the developers based on how fast they solved the coding challenges and how accurate their answers were. Vietnam is ranked very high (23rd vs USA's 28th ranking). Top was China and Russia. In AI Vietnam was ranked 3rd.
This is not surprising considering Vietnam places a very high value in STEM courses and students there study math, algorithms, data structures at a very young age.
My past cofounder was a top ranked programmer who medaled in ICPC. My other friends who worked at FAANG had little trouble passing their interviews due to all the coding practice they did in their Vietnamese schools' programming clubs.
Now with the proliferation of platforms like Coursera/Udacity/Hackerrank/etc there is little doubt Vietnamese developers will be able to compete w/ the best of the best. In fact Singapore/Japan (who also rank very high on Hackerrank) pick Vietnam as their #1 software contracting partner due to 1. the quality and 2. cost.
